Step 1 - Develop Consistency Standardising reporting periods and units Certifying each component as consistent with overall Scheme Certifying any voluntary plans offered by NGOs or statutory bodies as consistent with the Scheme Consultation!
Step 2 - Reporting [I like the distinction first suggested to me by CCW in Wales: Monitoring Data is that information produced by the Conservation Agency (i.e. English Nature for the Solent) relating to the condition of the protected site; while Surveillance Data is that information gathered by the Relevant Authorities on usage of the site - data which in the main they collect already]
So the reporting process would cover:- Monitoring and Surveillance data Results of investigations into alleged adverse effects Assignment of any new operations to Relevant Authorities Report on action taken to reduce inconsistency –if necessary Periodic (annual?) summary report also looking at trends
Overall, the gains from the Process should be •Complies with the law •Matches Authority and Responsibility •Takes account of social and economic factors •Migrates towards consistency •Eliminates duplication (by x-ref) •Identifies anomalies and encourages their resolution •Integrates other plans, incl non-statutory and Local Govt •Gives enhanced status to ‘certified’ plans •Offers transparency •Clear process for dealing with alleged impacts
