The list below represents the first set of tasks for the ‘Board’ of the SAC - the Relevant Authorities acting together. It defines the rules of engagement, and assigns to each Relevant Authority the tasks for which it holds powers - remember, there are no new powers! These activities must be collective, because they define the brief and provide the list of actions required for delivery of the successful ‘product’. It is suggested that an initial document covering these activities and no more would represent a well rounded vehicle on which initial consultation with wider interests could be undertaken.

Note, that even at this stage, the identification of other plans of interest is beginning to bind them into the single scheme of management. If they are to become a component, then some form of consistency checking becomes inevitable.

Components of the Foundation Document
A constitution for the RAs acting together
A small budget to cover admin costs
Perhaps a contribution to an admin officer
Verification of Relevant Authorities
(geography and powers)
Conservation Objectives based on citation(s)
English Nature responsibility
Requires definition of attributes, (incl quantification)
Broad description of ‘monitoring’


Define the geographic scope of the Scheme
All SPA and SAC designations covered
Ramsar and SSSI designations
Identification of operations and activities of interest
Assignment of each operation to one (or more) RAs
Establishment of a consultation mechanism
Identification of other plans of interest

Estuary strategies, LEAPs SMPs etc
